How hot should hot water be?

I have had a new combi boiler installed in my house, the water water tap in the kitchen comes out warm, hot and cold when it feels like it!! was wondering how hot the water should be, i was told it should be 35 degrees C, but it only comes out "hot" every now and then, most of the time its cold
