My neon tetra is eating all the fish food?

I got six new fish (two are guppies, two are penguins, one is an angel fish, and one is a cleaner) and the neon tetra I already had in the tank looks like he's eating all the food I put in the tank and is nipping the tale and sides of the fish that are trying to get to the food. Is this normal and will it go away? Or do I need to take action
