Why is it that the only time that Obama doesn't say um um aw in between every word is during a speech?

Is it because they are pre-written and he has had a chance to heavily rehearse them on top of the fact that he has a big teleprompter in his face? Does the fact that he is not being asked tough questions from the other candidate, a member of the populace or a debate moderator make all of the difference too?
